get locale or timezone information, dispatching on the identifier.
For a locale (de_DE), the data is synthesized from Intl - "mixed" locales
such as en_DE are resolved natively. For a timezone (America/New_York),
only the canonical name is reported: zones have no static data anymore, so
this is effectively a support check ("would the engine handle this zone?").
Returns null for a locale the runtime cannot synthesize, for a zone the
runtime's IANA database does not know, and for anything that is neither.
