Function parseTimestamp

parseTimestamp(ts: string | number, tz?: string): number
parses a timestamp in ISO8601 format with an optional timezone

the optional timezone parameter is only used if no timezone is specified in timestamp if no timezone is specified either as parameter or in the timestamp, the global default timezone is used
